International Relief and Development, Inc. (IRD), is a non-profit organization specializing in international development and humanitarian assistance in over 20 countries. IRD works with a wide range of partners to design and implement, and provide technical assistance in the areas of health, economic development, relief, infrastructure, civil society and food security.

IRD intends to submit a tender for phase II of AusAID¢s ACCESS program, a 5-year program designed to support improvements in democratic governance by influencing decentralization decision making through the delivery of participatory development programs, which mainstreams gender and the participation of the poor, at the district and community level.IRD Indonesia is inviting dynamic, committed, experienced and highly motivated candidates to join our team for the following position:

COMMUNITY ENGAGEMENT/GOVERNANCE ADVISER

Position Description The Community Engagement/Governance Adviser will be deployed for 36 months over the duration of the program. Timing of inputs will be at the discretion of the program director and agreed in Annual Plans The Adviser will develop and upgrade quality community engagement strategies to support the development of a model approach to community empowerment in Indonesia, using an asset-based approach. The position will provide advice regarding national level policy, local governance, or local civil society/community organization strengthening.

The position has a strategic role in guiding and managing the community engagement and empowerment strategy for ACCESS and will collaborate closely with the Program Coordinator, ACCESS program staff and other international Advisers to fulfill these terms of reference. Responsibilities will also include strategic technical analysis and advice to the team on improvements required to increase the impact of the program at the community level and the relevance of community engagements and activities.

Specific Duties

§ Coordinates the implementation and refinement of the ACCESS Community Led Assessment and Planning Process (CLAPP) method to correspond with an asset-based approach that is adopted in ACCESS II, including supervision and mentoring of ACCESS staff in the development and implementation of the method as well as monitoring and reviewing results through relevant program tools such as the CDST.

§ Provides strategic technical analysis and advice to the Team Leader concerning improvements required to increase the impact of community engagements, as well as on developing strategies to articulate, facilitate and motivate actors behind a shared vision of democratic governance.

Core Competences

§ 10+ years experience in community-based advocacy and/or local governance assistance programming; § 3+ years experience working in Indonesia;

§ Demonstrated significant experience and understanding of contemporary approaches of community engagement, planning and empowerment in a medium to large scale program, as well as experience in promoting local democratic governance in the context of decentralization in Indonesia;

§ Demonstrated in depth understanding of rural development, with a focus on participatory processes and gender and poverty inclusion. Understanding of systems and asset based approaches would be beneficial;

§ Proven experience in designing, implementing, reviewing and evaluating medium to large scale community empowerment programs

§ Significant experience in managing staff and external consultants; excellent interpersonal and communication skills, including an ability to write high level technical reports and work effectively using Bahasa Indonesia;

§ Demonstrated ability and commitment to undertake regular field visits and interact effectively with different stakeholders.

Education and Certification§ University degree in relevant field preferably in social sciences, economic, development studies, education and health.
