International Relief and Development, Inc. (IRD), is a non-profit organization specializing in international development and humanitarian assistance in over 20 countries. IRD works with a wide range of partners to design and implement, and provide technical assistance in the areas of health, economic development, relief, infrastructure, civil society and food security.IRD intends to submit a tender for phase II of AusAID¢s ACCESS program, a 5-year program designed to support improvements in democratic governance by influencing decentralization decision making through the delivery of participatory development programs, which mainstreams gender and the participation of the poor, at the district and community level.IRD Indonesia is inviting dynamic, committed, experienced and highly motivated candidates to join our team for the following position:

CAPACITY BUILDING AND CONTINUOUS LEARNING ADVISER

Position Description The Capacity Building and Continuous Learning Adviser will be deployed for 36 months over the duration of the program. Timing of inputs will be at the discretion of the program director and agreed in Annual Plans. The prime responsibility will be developing a capacity building strategy and program for CSOs/NGOs and community organizations. The strategy and program will be participatory, integrated, sustainable, culturally appropriate, gender and poverty inclusive, promote continuous learning, and provide demonstrable improvements in the capacity of program NGO/CSOs and community organizations to fulfil their obligations to their constituents.

The position will also support an integrated participatory M&E strategy and associated activities with subsequent dissemination of lessons learnt to AusAID, GOI, NGOs, communities and the broader development community. He/She will collaborate closely with the Program Coordinator and all ACCESS program staff and other Advisers to fulfill the terms of reference.

Specific Duties

§ Manages the development and refinement of the ACCESS capacity building framework, strategy and tools and advises the Team Leader on improvements required to increase the effectiveness of the strategy¢s implementation and the adoption of the Program¢s principles: sustainability, transparency, quality program delivery, community empowerment, a gender and poverty focus, and implementation of an asset based approach.

§ Oversees the implementation of capacity mapping of CSOs and primary stakeholders using the Organisational Capacity Assessments (OCA), and coordinates the provision of grants to implement capacity building activities based on OCA results.

§ Assures capacity building activities involve balanced spectrum of participants from NGOs and CBOs to represent a commitment of continual improvement of grassroots efforts and a shared vision of what the community should be like in the future § Provides strategic technical advice to the Team Leader based on an analysis of program results concerning the improvements required to increase the impact of the program overall, specifically on capacity building activities;

§ Develops and manages TOR and contracts, as well as coordinates overall capacity building plan, implementation, M&E and reporting mechanisms and formats that will be delivered by key partners/external parties

§ Designs and oversees internal review and M&E activities and provides support to external M&E on capacity building activities, including impact studies, case study development, lessons learned and best practices in capacity building; and assesses whether M&E findings are being used for decision making and planning purposes;

§ Supervises and mentors the ACCESS¢ relevant Senior Program Officer and provides technical assistance to other ACCESS program staff, participating CSOs and community organizations on implementing capacity building strategies;

§ Fosters links with other relevant capacity building programs and pursues opportunities for collaborative activities as well as promotes, develops and oversees the uptake of Program¢s tools (CLAPP, CSI, GPI, ODST and District Community Engagement Plans) and provides technical assistance, training, mentoring and other supports as needed to CSOs, community organizations and other primary stakeholders;

§ Provides technical input to quarterly reports, program review activities and annual plans and prepares specific/technical papers and other documentation for use by ACCESS and AusAID as well as civil society organizations.

Core Competence

§ 10+ years experience in community-based advocacy or community organization capacity building and policy/enabling environment work;

§ 5+ years experience working in Indonesia

§ Demonstrated significant experience and understanding of contemporary approaches in the design, implementation, review, and M&E of institutional development, capacity building and participatory learning strategies and programs in a medium to large scale program, as well as in training programs with CSOs/NGOs/local communities in the context of decentralization in Indonesia;

§ Demonstrated experience in designing and implementing M&E systems in a multi-faceted program, conducting impact studies and case study development, as well as using MIS.

§ Demonstrated in-depth understanding of rural development, with a focus on participatory processes, asset based approaches, and gender and poverty inclusion;

§ Highly computer literate and possessing a good knowledge of data bases;

§ Significant experience in managing staff and external consultants; excellent interpersonal and communication skills, including an ability to write high level technical reports and work effectively using Bahasa Indonesia; and

§ Ability to travel to ACCESS project sites regularly in order to monitor and evaluate program progress. Education and Certification

§ University degree in relevant field preferably in social sciences, economic, development studies, education and health.
