Position Title : Project Assistant III

General Functions: Under the oversight supervision and guidance of the Livelihoods Programme Manager (PM) and direct supervision of the Project Coordinator (PC) the incumbent will provide technical support in the conduct and implementation of all capacity-building activities of the Livelihoods Support for Tsunami-Affected Communities Project. T

he following specific duties have been enumerated mainly for the incumbent to have a clear understanding of the position and the roles and responsibilities expected and should therefore not be considered absolute and exhaustive.
1. Support the PC in executing the plan of action of the project capacity building aspects of the livelihood project.
2. Provide technical guidance to Community Development Assistants (CDAs) in convening community forums and identifying capacity building needs of beneficiaries.
3. Identify and propose appropriate capacity building activities and strategies to respond to beneficiary needs.
4. Identify and coordinate with relevant technical experts, local government agencies and the academe, developing appropriate Terms of Reference, to ensure that appropriate technical support is provided to the beneficiaries.
5. Conduct regular monitoring and provide technical assistance to CDAs to ensure that capacity building activities are implemented effectively and efficiently.
6. Supervise and support all training activities as required.
7. Prepare and submit reports of field visits and training sessions/workshops conducted and minutes of meetings attended to PC and file for wider information.
8. Liaise and closely coordinate with relevant agencies to ensure that effective working relationships and information sharing channels with IOM are maintained.
9. Ensure that gender issues are taken into account in the implementation of component activities such that both women and men equally benefit from the activities.
10. Support the development, implementation and analysis of project assessments and surveys.
11. Provide translation and interpretation services as required.
12. Maintain project files in relation to capacity building activities.
13. Undertake other duties that may be assigned from time to time which are commensurate to the position.

Desirable Qualifications:
Completion of tertiary education, preferably in social sciences or economics. At least three years experience in community development and field work. Expertise in micro-enterprise development is a must and general knowledge in the agriculture, fisheries and aquaculture sectors highly desirable.

Proficiency in Microsoft Office tools such as Word, Excel, PowerPoint and project management tools is expected. Well verse in written and oral communication skills in Bahasa Indonesia and Aceh, and English, including the ability to explain and present the technical information; effectively train/advise colleagues and beneficiaries on various technical concepts; prepare written documentations in a clear and concise style.

Able to manage workload within general schedule of work, instructions and standard practices. Able to work with minimum supervision and maintain composure under pressure.

Team player and willing to travel to monitor project activities
