A Project Evaluator Needed

CARDI, an international NGO consortium providing support to persons affectedby conflict and natural disaster is looking for qualified candidates to fillin position:

PROJECT EVALUATOR to be based in Yogyakarta, Central Java (Code : PE - YOG)

Job Summary:
The evaluator will be responsible for the final external evaluation of theAusAID/RHK-funded grant "School Recovery and Readiness inEarthquake-Affected Communities" (grant code AUS03). The purpose of theevaluation is to assess the project's overall effectiveness and to identifylessons learned. The evaluator will measure the extent to which the projectachieved its stated objectives and results and will analyze factors whichcontributed to or hindered their achievement.

Essential Job Functions:

The evaluator will be responsible for:
1. Conducting a desk review of project-related documents, includingproposal materials, grant agreement, subsequent modifications, andmonitoring and reporting information. (Relevant materials will be providedby the Yogyakarta Acting Field Coordinator.)

2. Defining the evaluation methodology to be used and, based on thetimeframe available and in consultation with the Yogyakarta Acting FieldCoordinator, developing an appropriate evaluation plan.

3. Discussing project design, implementation, and monitoring of theproject with available CARDI staff.

4. Visiting all project sites.

5. Consulting, to the extent feasible, community stakeholders andbeneficiaries, such as school and community leaders (both formal andinformal), community hygiene promoters, school principals, teachers andstudents, and construction crews.

Through the above actions, the evaluator will:

a) Measure the extent to which the project achieved its statedobjectives and results.

b) Analyze factors which contributed to or hindered their achievement.

c) Identify lessons learned for future programming.

The evaluator must be familiar with both environmental health and communityengagement programming.

Evaluation Period and Location:

The evaluation will take place in 3 sub-villages in Bantul and Klatendistricts, Yogyakarta and Central Java provinces, Indonesia. The fieldoffice is located in Yogyakarta.The evaluator will be expected to complete the evaluation in 10 days,including 5 days in the field location, two ½ days for travel, and 4 daysfor preparation and write-up.

Deliverables:
The outcome of the evaluation will be a concise written report (no more than15 pages) on the findings and lessons learned.

Required Qualifications:

  1. Minimum Master's degree in international development, ruraldevelopment, community engagement, or relevant field.
  2. Familiarity with environmental health and community engagementprogramming.
  3. Familiarity with evaluation methodologies and tools and experienceplanning and leading field-based project evaluations.
  4. Prior experience working with and/or conducting evaluations forinternational NGOs or international institutions. (Writing samples may berequested.)
  5. Evaluation and/or programming experience in Yogyakarta/Central Javaprovinces would be an advantage.
  6. Ability to plan and work independently and efficiently and tounderstand and analyze information quickly.
  7. Ability to deal with andeffectively resolve unexpected issues.
  8. Excellent analytical, communication, and interpersonal skills,especially in the field.
  9. Fluency in Bahasa Indonesia and strong written and spoken English.Bahasa Jawa skills would be an advantage.
  10. The evaluator must already be present in Indonesia and have authorization towork in Indonesia.
