Regional Planning and Finance Advisor - Field Based - Indonesia

Cowater International Inc. is a well-established internationaldevelopment and management consulting firm based in Ottawa withexperience in 55 countries worldwide. We are currently seeking along-term field-based Regional Planning and Finance Advisor for aCIDA-funded project proposal in Indonesia.

The project will strengthen and link planning and budgeting processes ina participatory, pro-poor, gender equal and environmentally sustainablemanner leading to improved social service provision in selecteddistricts/cities in Sulawesi. It is comprised of two main components:(1) capacity development of project stakeholders and strengthening ofsystems and institutions; and (2) a responsive fund to providedistrict/city governments with incentives and support for improvingplanning and budgeting practices that lead to improved social servicedelivery.

Key Responsibilities include:
* Advise and support district/city, provincial and nationalgovernment Project partners, and related stakeholders, in planning,budgeting and other public financial management processes, includingintroducing appropriate new practices and programs; and,
* Enlist Indonesian civil society organizations in capacitydevelopment efforts to strengthen public financial management processesthat underpin service provision improvements

Qualifications:
* Appropriate academic qualifications/professional developmentexperience in a field related to regional/local planning and finance(e.g., economics, finance, public administration);
* A minimum of eight years work experience, in a capacitysimilar to the proposed position, in planning, financing, budgetingand/or other public financial management processes at the regional/locallevel;
* Capacity development experience with regional/localgovernments (executive, administrative and/or legislative levels) andrelated stakeholders;
* Experience with managing responsive funds; experience withperformance-based grants and budget support; experience in managingcomplex workloads; and,
* Significant and relevant development experience in Asia,particularly Indonesia, will be an asset.
