IRD Seeks Program Coordinator

VACANT POSITION

International Relief and Development, Inc. (IRD), is a non-profit organization specializing in international development and humanitarian assistance in over 20 countries. IRD works with a wide range of partners to design and implement, and provide technical assistance in the areas of health, economic development, relief, infrastructure, civil society and food security.

IRD intends to submit a tender for phase II of AusAID¢s ACCESS program, a 5-year program designed to support improvements in democratic governance by influencing decentralization decision making through the delivery of participatory development programs, which mainstreams gender and the participation of the poor, at the district and community level.

IRD Indonesia is inviting dynamic, committed, experienced and highly motivated candidates to join our team for the following position:

PROGRAM COORDINATOR

Position Description The Program Coordinator will be a full time (5 years, 60 months in country) position, responsible for the day to day management and administration of the Program and provide on-going support to the Program Director.

The Program Coordinator will be responsible for the contracting of ACCESS partners, and the management of the grants procedures, financial processes and other project administration, including human resource management issues and operationalising the M&E Framework. They will be responsible for the daily management of all staff activities.

The Program Coordinator will have prime responsibility for the collation and production of project reporting and implementation of the Project¢s information strategy.

Specific Duties

§ Takes a lead responsibility for coordination and overall management of in-country staff activities;

§ Manages the human resource requirements of the program including staff welfare, security and safety;

§ Manages the day to day operations of the ACCESS II Project Office, including its management of goods, supplies, and services; and oversees its efficient operation;

§ Oversees the development, review and updating of the project field manuals and Program Operations Handbook;

§ Coordinates the development, implementation, review and updating of the Management Information System (MIS), supervises the IT/database manager, coordinates production of all database reports (ERSULA, project status reports, PGAs, NGO/CSO financial reporting and evaluations), and coordinates all Project Reporting requirements for AusAID (e.g. monthly reports, , and Annual Plan);

§ Coordinates the development and implementation of the communication strategy including procurement of all Project advertising material, website development and maintenance;

§ Performs responsibility for regular reporting and informal liaison with AusAID/Post;

§ Manages financial management procedures with clear and transparent mechanisms and processes, complies with the requirements of the AMC and AusAID, for

(1) final approval on grant funding;

(2) management of the Funds, including the Imprest account for grant funding, reimbursable cost paid, and funds for sub-contracting, financial reporting of grant funds by grantees, disbursement and accounting of funds according to Commonwealth of Australia procedures;

(3) manuals and training to support quality reporting;

(4) the procurement of all office equipment in line with the contract between AusAID and the AMC;

(5); Quarterly Funding Schedules and all acquittal documentation required under the AusAID contract;

(6) coordination with District POs on district fund allocations;

(7) supervising, monitoring and supporting the Office Manager/Accountant and Assistance Accountant

(8) monitoring of all project expenditure on a monthly basis;

§ Human Resource Management (HRM) :

(1) establishment of personnel management procedures (to comply with the AMC requirement and regulations of AusAID and GOI);

(2) recruitment and mobilization of all locally engaged staff to ensure that they achieve their individual TOR and Project outputs;

(3) establishment of effective HRM systems and provision of necessary support and training and team building activities to staff;

(4) coordination of performance reviews of all locally engaged staff;

(5) liaison and coordination with the AusAID Post regarding visa requirements for all Long Term Advisers; and § Presents quality assurance of all translated versions of reports, project guides and manuals, and communication materials.

Core Competences § Extensive experience (at least 5 years) in working with NGOs/CSOs in Indonesia;

§ Demonstrated previous experience in project and/or grant management and administration of complex civil society projects.

§ Extensive experience in project implementation and monitoring and evaluation; and

§ Excellent communication and writing skills (oral and written) and fluent in Bahasa Indonesia. Education and Certification

§ University degree in relevant field preferably in social sciences, economic, development studies and health; Masters preferred.
